Library and lawn: The library discussion centered on uneven grass growth. Staff said the contractor fulfilled contract items but that seeding and netting left patchy areas; staff plans to have the contractor remove netting and reseed under the project’s one-year warranty.
Roads and bids: For Tyler Street, the council weighed a limited overlay against the higher cost of curb-and-gutter work and assessments; it chose the overlay and the low bid from River City Paving ($19,060).
School safety: Council members raised concerns about vehicle behavior and pedestrian safety near the school. Speakers described situations where drivers do not stop for pedestrians in the center lane and discussed options including temporary stop signs with flashers, moving signal locations, or other traffic-calming measures. Staff said they will consult the school and review available hardware options with the vendor.
Administrative updates: Staff reported River City will move plant operations in early October and begin Riverview Road work first. The city’s financial software go-live is planned for Dec. 1–5, with payroll migration on Jan. 5. Other updates: pool repainting is scheduled this week, hydrant flushing will occur in fall, the yard waste pile will be ground in mid-to-late October, and the park board approved two ADA picnic tables for Riverview Park and the Oak Hill Shade Pavilion.
