Separately, the finance committee discussed setting up a secondary capital reserve account (allowed under the district's bylaws and city charter) to hold funds earmarked for capital projects, which could reduce reliance on CIP bonding. Platt framed the reserve as a cash-flow and planning tool; committee members described next steps for exploring the account but recorded no formal commitment or vote. Monthly financials were reported as on track aside from a possible outstanding maintenance billing from the city.
