Chippewa County commissioners debate keeping Zoom coverage for finance committee

Commissioner Knepper moved on Feb. 13 that the county retain Zoom coverage for the Finance Claims & Accounts committee through the remainder of 2025, saying the service helps constituents follow detailed budget and contract discussions.
"I would still like to make a motion to retain the Zoom, at least for this remainder of this year, and perhaps review it going into 2026," Commissioner Knepper said during discussion. Knepper said constituents who do not use other government tools have asked for more remote access and that finance meetings include complex deliberations that the public rarely sees in full at regular commission meetings.
County administration and other commissioners pushed back, citing low live engagement and staff time. The administrator noted the average live Zoom attendance for finance meetings over recent months was about one viewer and said running the feed requires staff availability. "It just didn't seem advantageous, or it didn't seem like we were getting out to the people when we only have one person on average logging into the Zoom," administration said in the meeting record.
Several commissioners suggested a middle ground: keep the capability, but only activate Zoom for finance meetings on request or for items likely to draw public interest. One commissioner said that, administratively, staff could activate Zoom for specific "hot button" meetings and that agendas are posted in advance so the public can plan to attend in person.
Because no second or broader support emerged, the motion to retain Zoom coverage failed. A commissioner summarized the effect: "It doesn't really need to be tabled ... the motion died from lack of support unless somebody supports it." The board agreed to revisit the topic in 90 days and to allow the item to be placed on the May meeting agenda for further review.
The debate highlighted competing priorities for Chippewa County: increasing remote access for transparency versus managing staff time and costs for a service that draws minimal live viewership. The county will continue to post agendas and minutes online and has the option to enable Zoom for finance meetings on demand.
