Calcasieu Parish Police Jury approves series of resolutions, contracts and appointments

The Calcasieu Parish Police Jury approved a slate of resolutions, contracts, appointments and administrative items during its Sept. 4 meeting. Most items were moved, seconded and carried without extended discussion.
Key approvals included: adoption of sale and servitude agreements related to the Mallard Junction Water Treatment Plant and water well No. 4; acceptance of a permanent drainage and maintenance servitude for the Lakeview Drive drainage project; a permanent public facility servitude agreement for the East Calhoun Parish consolidated waterworks project; and an act of sale with temporary construction servitude for the Carlos Drive bridge replacement project.
The jury approved multiple Spanish Trail waterline upgrade items including permanent utility servitudes and temporary construction servitudes and adopted related expropriation authority. It accepted a professional engineering contract for the Right Road detention project, authorized a cooperative endeavor for LA 1256 at Carlos Drive intersection improvements, and adopted minutes of the Aug. 7, 2025 meeting.
On capital projects and procurement, the jury accepted the low bid of Sienna Construction in the amount of $2,862,115.50 for the Bellfield Ditch multi road crossing replacement project. The jury also accepted East 8 Form Road bridge replacement as substantially complete and accepted the Tom Hebert Road bridge replacement project as substantially complete.
Administrative and governance actions included reappointing Brian Abshire as the Calcasieu Parish representative to the Louisiana Local Government Environmental Facilities and Community Development Authority; various appointments and reappointments to fire protection districts and waterworks districts; authorization for Samuel Gabb to execute opioid-related settlement documents on the jury's behalf; and authorization for Waterworks District No. 1 of Ward 1 to issue revenue bonds for system improvements. The jury also approved grant award documents for the State Homeland Security Grant Program and the Emergency Management Performance Grant, and approved a contract for funding received under the Continuum of Care program.
Most motions were recorded as "Any objection? That item carries," with no roll-call vote tallies provided in the transcript. Where dollar amounts, contract awardees or specific contract recommendations were noted, staff recommendations were read into the record and the jury accepted those recommendations.
