Board prioritizes Chester High roof repairs amid safety concerns

Board members debated repairing isolated roof failures versus a full roof replacement at Chester High after staff presented a $20 million baseline estimate and projected costs rising to $23–$25 million if the project is delayed. Speaker 2 said the district’s project manager and estimator compiled the pricing and that Garland and Thompson Turner are involved in design and portions of the work.

Several board members raised immediate safety concerns. Speaker 7 told the board maintenance observations showed the roof decking felt "mushy" and warned that if repairs do not proceed, sections of the structure could fall. In response Speaker 6 urged hiring a roofing engineer to assess whether the roof is at risk of collapse and recommended prioritizing work that impacts health, safety and learning.

Members debated procurement approaches: purchasing bulk materials now to lock prices versus buying materials as needed through contractor bids. Speaker 3 and others expressed unease with buying materials to store, noting that buying and storing material could lock the district into a larger project even if a future referendum would replace the building.

The board tentatively agreed to allocate $4 million of planned bond proceeds to Chester High roofing for the upcoming fiscal year, directed staff to complete roofing designs, and to focus initial procurement on roof replacement while deferring large HVAC replacements to a later stage once designs and bids are further refined. Staff said they expect design adjustments and a roofing procurement process within a couple of weeks and will present updated figures before the July 10 meeting.
