Brunswick County approves RFQ for stormwater-feasibility study to explore dedicated funding options

Brunswick County commissioners authorized staff on Sept. 15 to issue a request for qualifications (RFQ) for a feasibility study that will examine options to address flooding and stormwater-management challenges across the county.
Staff said the RFQ is intended to solicit proposals that evaluate whether a stormwater utility is feasible for Brunswick County or whether alternative approaches—such as ordinance changes or resiliency programs—would better serve the county’s needs. The RFQ would be written broadly to allow consultants to propose watershed-scale solutions and to analyze how municipalities and homeowners associations might participate.
"What this would do is tell us what a potential stormwater utility could look like or give us other options," staff said, adding that the county could enter into a contract with a qualified firm "not to exceed $50,000." Commissioners asked that the RFQ consider municipal boundaries, HOA-maintained systems, and examples from other jurisdictions to ensure recommendations are practical for Brunswick County’s mix of towns, unincorporated areas and coastal conditions.
A commissioner moved to authorize staff to proceed with the RFQ, and the motion was recorded and supported in discussion; staff will return with responses and recommend next steps once consultant analysis is completed.
Next steps: staff will issue the RFQ, solicit proposals, and report back to the board with recommended options and a proposed contract award recommendation.
