BVSD reviews policy changes on board meetings, student records and official access

At the June 2025 meeting, Boulder Valley School District No. Re2 staff returned three policy items to the board for study after temporary August adoptions: a recoded BAM (board meetings) policy, a revised student-records policy reflecting new state protections for immigration-related information, and a proposed regulation under the visitors-to-school policy to manage official requests for access.
Kathleen Sullivan (legal counsel/staff) explained the process: temporary policies implemented for immediate use must come back through the normal adoption cycle. On student records, Sullivan said staff incorporated redlines to align policy with a recent Colorado law that restricts the collection and sharing of immigration-related data and restores a clause that grades cannot be challenged through the FERPA process. "Will and shall mean the same thing to me in a board policy," Sullivan said when asked about wording choices, and staff offered to standardize board policy language for consistency.
On access by officials, staff recommended a regulation rather than a large new policy: that approach honors the state law requirements while keeping contact information and designated employees updatable with notice to the board. The district said it will use the security dispatch number for urgent official inquiries and will refer requests that raise concerns back to the board.
Board members asked clarifying questions about off-site retreats and public access to them, canceling regular meetings, and specific exceptions listed under federal law. Staff suggested trimming rarely used federal exceptions in the policy and instead cross-referencing federal law where appropriate. No final votes were taken; the items were returned for further refinement and future board consideration.
