Board moves on personnel: terminates custodian, later votes to offer superintendent a contract

During its May 15 meeting the Bullhead City School Board took two distinct personnel actions in public session.
Termination motion: Superintendent recommended termination of Vincent Mannis (lead custodian at Fox Creek Junior High) for violations of district policies. Mannis was not present. A board member moved to terminate; the motion was seconded and the board recorded unanimous votes in favor of termination.
Executive session and superintendent contract: The board moved into executive session under the statutory personnel exception to discuss employment matters. After reconvening to public session, trustees stated they had discussed the superintendent’s annual evaluation in executive session. A board member then moved, seconded and the board voted to offer Dr. Stewart a contract to continue serving as superintendent; that motion passed by unanimous voice vote.
Both items were handled by motion, second and recorded voice vote; the board recorded each member’s affirmative response as "I" when asked. The board did not publicly cite contract terms for Dr. Stewart on record during the meeting; the motion was to offer a contract rather than to approve specific contract language in open session.
