Bay County commissioners approve a package of resolutions, appoint SUD representative and schedule two closed sessions

At its Aug. 15 meeting the Bay County Board of Commissioners approved a series of resolutions including data-sharing and public-safety agreements, ratified collective bargaining items, appointed Pam Schumacher to the Mid-State Health Network SUD oversight board, and voted to enter two closed sessions on a workers’ compensation settlement and a written legal opinion.
Bay County commissioners on Aug. 15 approved a package of county resolutions, ratifications and an appointment, and voted to enter two closed sessions to discuss legal matters.
The board approved multiple resolutions by voice votes, including Resolution 2025-151, a data-sharing agreement to support the Community Information Exchange (CIE) used by social-service partners; Resolution 2025-152 to secure an outside continuing-education provider for CNA credits through the department on aging; Resolution 2025-153, an intergovernmental agreement allowing Sanilac County to use Bay County–hosted public-safety modules for $20,000 per year; Resolution 2025-154, a graduate medical education program agreement with McLaren Bay Region; and Resolution 2025-156, changes to the Pacific (Civic) Arena fee schedule timed to the hockey season. The board also approved personnel and bargaining-related items (Resolutions 2025-157 through 2025-159 and add-on 102025-160), and the creation of a full-time soil erosion technician position.
Pam Schumacher was appointed as Bay County’s representative to the Mid-State Health Network Substance Use Disorder oversight policy board for a three-year term beginning Sept. 1, 2025. Schumacher introduced herself to the board and said she looks forward to serving and building on her work with the local mental-health authority.
Two closed-session motions were added to the agenda and approved. Staff asked the board to go into closed session under statutory authority to discuss settlement negotiations in Kowalski v. Bay County, a workers’ compensation claim, and to consider a written legal opinion from outside counsel Kenneth Kilby regarding the Monitor Township DPA. County counsel and specified staff were listed to attend those closed sessions.

What this means
County officials said the CIE agreements support referral coordination among social-service agencies and were previously funded in part by ARPA money; the 911 intergovernmental agreement is intended to share software and server costs with Sanilac County; and the arena fee change reflects seasonal pricing aligned to peer counties. The closed sessions relate to confidential legal and settlement matters and therefore no details were discussed publicly at the meeting.
