Bay County commissioners approve a slate of resolutions, authorize bond notice and oppose state revenue-sharing cuts

The meeting opened with approval of the Aug. 19 minutes and an amended agenda before the board received a series of items by voice vote. Among the motions the board approved were Resolution No. 2025-164 authorizing publication of a notice of intent to issue bonds for the Bay County pool project; Resolution No. 2025-165 to add LiveScan electronic fingerprinting to the sheriff's fee schedule; and Resolution No. 2025-166 to approve purchase of a jail transport van for the Bay County Sheriff's Office. Speaker 3 said the van will be used in part to transport federal prisoners and help offset housing costs associated with federal detainees.
The board ratified multiple collective bargaining agreements under Resolution No. 2025-168 and additional 2025 labor pacts (FOP and nurses) under Resolution Nos. 2025-176 and 2025-168, and approved procurement and public-health contracts including an agreement with McLaren Bay Region for rabies vaccine and immunoglobulin (Resolution No. 2025-169) and clinical advertising agreements for the Health Department (Resolution No. 2025-170).
Finance and facilities items that passed included Resolution No. 2025-173 on payables, Resolution No. 2025-171 to approve golf-cart purchases for county recreation, and Resolution No. 2025-172 for a Verdi cooling-unit service agreement. The board also approved Resolution No. 2025-179, a budget adjustment to address boiler repairs at the law enforcement center; Speaker 4 described the scope of work and stated, “Just $520,000. So we were asking for up to $20,000 for repairs.”
Late in the meeting the board added and approved Resolution No. 2025-181 opposing the House of Representatives’ fiscal-2026 budget cuts to county revenue sharing; Speaker 3 urged residents to contact their representatives while negotiations were ongoing, saying, “Now is the time to contact your representatives in the next couple of weeks.”
The meeting included a series of routine receipts and acknowledgements — applications to amend industrial development districts, an obsolete property rehabilitation exemption for 614 Center Avenue (amount listed in the record as $1,170,000.00), and the treasurer’s foreclosure-sales report — all of which the board received with no substantive debate. The board adjourned following commissioner comments and announcements about upcoming appointments.
