Avery County commissioners approve routine appointments, grants and budget amendments; table one opioid spending item

The Avery County Board of Commissioners handled routine administrative business during its August 2025 meeting, approving appointments, subdivision and several budget and grant amendments while tabling one opioid-related spending amendment pending provider agreements.
Key votes and actions included: approval of an application to appoint Lauren Ware to the Parks and Recreation Advisory Committee; approval of subdivision 1911 Cranberry Phase 4 after staff presentation; adoption of a resolution accepting an $8,000 offer on a surplus lot off Florida Avenue (to proceed through the upset-bid process); acceptance of monthly tax collections totaling $112,835.44; approval of a $2,602.89 release from an older holdover; and several budget amendments accepting grants and rolling unspent funds forward.
Finance items approved included two $27,000 grants (Dogwood and Sisters of Mercy) for a 15-passenger Senior Services van (total $54,000); a $20,000 North Carolina youth sports grant for parks and recreation equipment; proceeds from the sale of a K-9 ($20,000) added back to the sheriff's K-9 program budget; and a $509,996 roll-forward for transportation vehicle purchases (noting a 90/10 county-state split). The board approved payment to the High Country Council of Governments of $11,452.50 for FY23–24 work that was determined not to be eligible for E911 funds, and approved repayment of a $221.50 ineligible E911 hotel expense for a cybersecurity training stay. The EMS $30,000 hurricane-recovery grant was also rolled forward into the current budget.
Other procedural business included revision to the Economic Development Advisory Committee bylaws to move meetings from monthly to quarterly, adoption of a resolution naming a primary and secondary agent for a Hazard Mitigation Grant Program, approval of minutes from a June special meeting, and a motion to enter closed session for attorney-client privilege, contract negotiations and potential litigation.
The meeting closed after a motion to adjourn. The next regular meeting was scheduled for Sept. 2, 2025.
