Atchison County OKs engineering agreements for Ottawa Road phases and signs asphalt contract

Atchison County commissioners approved consulting and construction-engineering agreements for Ottawa Road rehabilitation and authorized an asphalt patching contract at their Sept. 30 meeting.
Road and Bridge Superintendent Joe Snyder presented a preliminary-engineering agreement and a purchase order for Schwab Eaton for Ottawa Road Phase 3 (previously discussed at $156,000 for preliminary engineering) and brought forward a $95,000 agreement for Phase 2 construction engineering. Commissioners moved, seconded and approved the $95,000 consulting agreement and a corresponding purchase order to be charged to Special Highway funds.
Snyder described the preliminary work as including culvert assessments and specifications, and told commissioners that engineering oversight during construction is intended to ensure work meets design requirements. "The preliminaries... check all the culverts and we're replacing the culverts... by their specs," he said, summarizing the scope.
The board also authorized the chair to sign an agreement with Little Joe’s Asphalt for the county’s 2025–26 asphalt patching program; the contract was the formalization of a previously awarded bid. Commissioners emphasized incremental billing and that some engineering tasks are required by cost-share agreements that accompany grant awards.
All motions on the road projects and the asphalt contract passed by voice vote (recorded as 2 to 0).
