Board approves consent agenda including neighborhood bond funds, arts and digital equity grants and opioid settlement uses

At its Sept. 13 meeting the Arlington County Board unanimously adopted the consent agenda, approving a package of noncontroversial items and several funding acceptances.

Key consent items the chair highlighted included:

• $4.8 million in bonded Arlington Neighborhood Program funds for sidewalk and pedestrian improvements in Bellevue Forest, Yorktown and Arlington Mill neighborhoods; curb extensions and accessibility upgrades were among the projects named.

• $365,000 in fiscal‑year 2026 Commission for the Arts grant recommendations to support four individual artists and 12 organizations; staff said more details would be discussed in a Tuesday presentation.

• Approximately $500,000 in digital equity grant awards (seven recipients) funded from an approved carryover tied to a $2.8 million agreement with JBG for public dark fiber; staff said the grants are expected to help more than 1,600 residents with connectivity and digital services.

• Acceptance and appropriation of state funding and grants including $50,000 for Hume School restoration, $150,000 in Workforce Innovation and Opportunity Act funding for workforce coaching of displaced federal contractor employees, kinship navigator funding (~$135,000) and $150,000 for Virginia Homeless Solutions Program activities to support homeless prevention services.

• $20,000 in opioid settlement proceeds to provide Suboxone for first responders, a harm‑reduction measure to be used by Arlington Fire Department personnel.

The consent vote approved two deeds of easement and authorized advertisement of a future public hearing on expanding stormwater utility credit eligibility to homeowner associations (hearing set for 10/18/2025). Several board members thanked staff and noted these items represent ongoing investments in public safety, equity and infrastructure.

The board adopted the entire consent package by unanimous voice vote.
