Corey Underwood told the board the special inquiry "uncovered a $4,900,000 undisclosed budget shortfall, widespread failures in oversight, and potential violations of both state and federal law," and demanded immediate resignations and public disclosure of financial and federal reporting documents. Underwood said the findings represented a "breach of public trust" and urged permanent reforms including stronger internal controls and mandatory training.
