Alvin ISD Board Unanimously Approves Consent Agenda, Policy Update and Personnel Actions; Appoints Shirley Brothers Elementary Principal

The Alvin Independent School District Board of Trustees voted unanimously on multiple business items in its March meeting, approving the consent agenda, a local policy update to CFB (capital-asset threshold), several personnel hires, three-year administrator contract extensions and the appointment of Jill Mals as principal of Shirley Brothers Elementary.
Staff explained that federal accounting guideline revisions and updated Texas Education Agency guidance motivated the proposed local policy change to CFB(local). "...it would change, from $5,000 to $10,000 for the threshold," staff stated during the presentation. Trustee Swinney moved the policy update, Trustee Humbert seconded, and the board approved the change 7–0.
On the consent agenda, Trustee Scott moved and Trustee Garza seconded approval of items a–e; the chair announced the motion carried 7–0. The board also approved recommended teacher and professional staff hires after Trustee Johnson moved and Trustee Swinney seconded that motion (vote 7–0). Administrator, principal and assistant principal contracts eligible for three-year renewals beginning July 1, 2025 (expiring June 30, 2028) were presented and approved after Trustee Scott moved and Trustee Garza seconded (vote 7–0).
The board considered and approved the administrative appointment for principal of Shirley Brothers Elementary. Staff recommended Jill Mals, who had been serving as interim principal and previously served as an instructional coach and campus leader; staff noted Ms. Mals has over 21 years in education and holds a bachelor’s degree from the University of North Texas and a master’s degree from the University of Houston–Victoria. Trustee Scott moved the appointment, Trustee Johnson seconded, and the board approved the appointment unanimously, 7–0. Ms. Mals and family remained for photos after the vote.
Public comment and other items: during the open forum, John Hassell (who identified himself as a long-serving veterans association chair) asked the district to participate in a planned Veterans Day parade in Alvin on Nov. 11 and invited school bands and choirs to participate; he said a host-committee meeting would begin March 17. The superintendent also delivered routine announcements earlier in the meeting about district events including the Spanish spelling bee, STEM fair, communications department awards and an April 12 job fair.
