A presenter told the board the training framework distinguishes employees by contractual status and level of student contact: "Chapter 21 staff members, including teachers, counselors, campus administrators, who are required to or are required to complete the full youth mental health first aid course delivered through a TEA approved provider. This is about an 8 hour course," the presenter said. Non‑Chapter 21 employees who regularly interact with students will complete a district approved local alternative that combines annual online modules and a one‑time face‑to‑face session led by the district's social and emotional support staff.
Administrators said the plan has been evaluated against TEA competency requirements and will be documented in internal completion logs and TEA sentinel uploads; the district aims to train at least 50% of required staff in 2025–26 and to reach full compliance by the 2028–29 deadline. The board approved the program framework with a unanimous vote.
