Albany High construction near completion but contractors and board flag punch-list defects

Turner Construction and project contractors told the Albany City School District Board the Phase 4 portion of the new Albany High School is occupied and largely nearing closeout, but several remaining punch-list items and construction deficiencies require remediation.
Bob Grande of Turner Construction said interior punch-list work and site items (connector addition, parking and crosswalks, ADA strips and plantings) are ongoing. Grande said theatrical lighting and rigging for the Level 1 theater are long-lead items expected to arrive in October and be installed by Thanksgiving, and that the nursing suite is functionally complete except for minor punch-list items.
Testing and destructive inspection identified water infiltration at certain lap joints where edge banding meets windows. Grande said testing confirmed the leak locations and described a fix that includes a sealant tape and an aluminum cover plate riveted to the existing band. Contractors reported lap-joint pass rates of about 95% at window joints and 91% at non-window locations but said targeted remediation is still required where the detail cannot be installed with an upturned leg.
Site work review found subbase deficiencies in portions of the Loop Road (test pits showed the designed 16-inch subbase and expected binder were not present in all locations). Grande said the team will compile findings and forward necessary documentation to the Phase 1 site contractor for corrective work.
Board members asked for stronger warranty positions on certain options and said the facilities committee recommends a robust legal approach to secure full remediation. Members also questioned the timeline for theater power/data installation and whether the space can be completed while students are present; Grande said the theater area is currently unoccupied and the team is aiming for Thanksgiving completion of install and turnover.
What happens next: contractors will submit punch-list remediation plans and warranty repairs to the district; the facilities committee and legal counsel will follow up on subbase remediation and warranty terms.
