The presentation noted earlier estimates near $350,000 and explained how reusing existing reports and narrowing the scope trimmed the price to approximately $243,000. Board members asked for follow-up on how the study will treat out-of-district tuition and fee waivers, whether economics modeling will be added to the scope, and whether changing the scope would increase fees.
Staff answered that the final scope will be negotiated after vendor selection and that board feedback on desired study elements (for example, evaluation of fee waivers or potential enrollment scenarios) will be incorporated into the contract. The board was told capital funds (including district capital and capital commission funds) will be the likely budget source for the work and that additional scope items will raise the fee.
Given the size and importance of the study, the chair suggested the feasibility-study contract not be placed on the consent agenda and instead be voted on as a standalone item next week so the board can discuss scope and expectations before final approval.
