The Madera City Council unanimously approved a contract award to Midcal Pipelines & Utilities Inc. for the downtown water main replacement, City Project W43, at the Aug. 20 meeting.
Senior Civil Engineer Jonathan Grimajo presented the project as the first bid package in a five‑year renewal program intended to proactively replace high‑risk pipelines and maintain service. The scope includes replacing water utilities along State Route 145 downtown and sections of Lake Street from Riverside Drive to Yosemite Avenue to avoid future conflicts with planned roadway improvements.
Bids opened Aug. 6 and ranged from approximately $4.45 million to higher offers; Grimajo said the lowest responsive, responsible bidder was Midcal Pipelines & Utilities Inc. at $4,449,360. Staff recommended and the council approved a 20 percent contingency allowance because some downtown lines are estimated to be as old as 75 years and may present unknown conditions during excavation.
Council clarified that contractor errors or work performed not in conformance with plans would be the contractor's responsibility and not covered by contingency; contingencies are intended to manage unknown subsurface conditions. The project will be funded from water utility funds.
