CalSTRS presents 11th annual sustainability report and enterprise‑level net‑zero alignment

Lisa (enterprise lead) and Scott (enterprise lead) framed the 11th annual sustainability report, which the presenters said aligns enterprise greenhouse gas (GHG) measurements (scope 1 and 2) with investment portfolio net‑zero efforts. Nancy Mancilla of ISOS Group, CalSTRS’ enterprise sustainability consultant, summarized the materiality process used to identify priorities and noted the Global Reporting Initiative standards that inform CalSTRS’ reporting.
Staff described education efforts, including a net‑zero investment academy module for investment and enterprise staff, roadshows for customer service and admin branches, and an upcoming sustainability module in enterprise risk and compliance training. CalSTRS noted it has been measuring enterprise scope 1 and 2 emissions since 2005 and will support state decarbonization planning through work with DGS and a consultant (referred to in the meeting as GLUMAQ) to deliver agency decarbonization plans for review in September 2025 and publication in January 2026.
Board members asked whether the bills discussed require scope 3 disclosure; staff said the two bills cited in the presentation cover enterprise scope 1 and 2 only. Several board members praised CalSTRS’ integrated reporting work and leadership in combining enterprise and investment sustainability reporting.
Next steps: Staff will continue reporting progress in the annual sustainability report, collaborate with the Department of General Services on statewide decarbonization planning and incorporate sustainability modules into staff training.
