He asked that residents and businesses be included in any decision and requested more public outreach.
Assistant City Manager Paul Spence later told the council there is no current proposal for a drive‑through at the site. The council did not take formal action on the matter during the meeting.
The exchange occurred during the council’s open forum, where residents may raise non‑agendized matters to the council. Younger said he had contacted the business owner by message and hoped for a neighborhood meeting to discuss concerns if a drive‑through were ever proposed.
No formal application or staff recommendation to allow drive‑through service at the Meadowlark Dairy location was presented to the council on July 14.
