She told the committee she delayed submitting paperwork because she was a full-time caregiver managing complex family and medical situations and that when she submitted the paperwork in December 2024 the family was reassured her father's wishes were clear.
Beck said her father died Jan. 1, 2025, and under CalSTRS rules a submission within six months of death is required for the beneficiary option; because the submission occurred within six months of his passing, CalSTRS policy meant she did not qualify for the beneficiary option. She asked the board to consider compassion and grace given extraordinary circumstances and the documented intent she said existed. A Survivors Benefits Department supervisor had suggested she request an opportunity to speak to the board.
The board acknowledged the comment and thanked her; no formal action, direction, or decision was recorded during the meeting. The comment will be part of the public record for the committee meeting.
