District updates Percy Julian High and South Lawn Middle construction; South Lawn gym change order explained

Percy Julian High: Volker’s Miss Penn said the Percy Julian project is tracking about 5% complete with a target substantial-completion date of December 2027. The contractor is preparing building pads and beginning foundation excavation; soil grading and pond work are underway. Penn said building-pad certification for sections A and C was scheduled for Aug. 15 and that vertical construction should become visible later this year.
South Lawn Middle: Penn reported South Lawn Middle at approximately 86% complete and said the change-order presentation (Change Order No. 1) covers several no-cost schedule adjustments related to water, sewer and fire-line revisions plus cost items for termite treatment, structural beam revisions and the addition of an MDF closet to accommodate IT infrastructure. Volker stated the project remains approximately $1.6 million under the originally allotted budget.
Minority contracting and participation: Penn reviewed MBE/DBE participation, saying professional-services participation rose (45% in that category) while construction contracting participation remains low; she said Volker can recommend vetted subcontractors but the general contractor selects subs under state bid laws. Board members pressed for ongoing efforts to increase minority-subcontractor participation.
What’s next: Penn said site activities will move to foundation work and that the district will follow up on minority-participation strategies and schedule confirmations. The board thanked the Volker team for the update; no final board action on the Percy Julian schedule was taken during the session.
