Collier County approves $10 million TDC grant for Naples outfall removal and water quality project
Summary
The board approved a $10 million reimbursable TDC grant to the City of Naples to remove eight beachfront outfalls, build pump stations and discharge treated stormwater offshore to improve water quality, beach maintenance operations and flood protection.
The Collier County Board of County Commissioners unanimously authorized a reimbursable Category A grant of up to $10,000,000 to the City of Naples for the Naples Beach Outfall Pipe Removal and Water Quality project.
Bob Middleton, Naples public works director, described a plan to replace eight gravity outfalls that empty at the water’s edge with a pumped system that will discharge treated stormwater roughly 1,500 feet offshore. The project adds two pump stations, automated generators and directional‑drilled outfalls and is designed to improve water quality, reduce visible outfalls along the beach, and increase stormwater service level from a 5‑year to a 25‑year event in the project area.
Middleton and supporters emphasized benefits to tourism and long‑term beach maintenance, including fewer obstacles for renourishment equipment and improved aesthetics. Commissioners noted the project's benefits for beach operations and agreed the county should help with funding. The motion to approve and authorize the chair to execute the grant agreement passed unanimously.
The City will proceed with final design and construction; the county’s contribution is framed as a reimbursable grant and will support the city’s construction costs aimed at delivering improved water quality and resilience for a high‑use beach corridor.
