Staff said the bill amends the Employment Training Panel’s enabling provisions in the Unemployment Insurance Code and inserts several programmatic priorities and compliance requirements.
Key elements staff highlighted:
- A new emphasis on projects that develop workers for new technologies and methods, and an explicit prioritization of proposals that create 'high‑road' jobs and career ladders with demonstrated wage progression.
- An attestation requirement that applicants affirm compliance with state and federal labor and health and safety laws and confirm they are not ineligible to bid, be awarded, or subcontract on public works projects under applicable labor code provisions.
- A requirement that ETP maintain and publish a list of applicants who have submitted applications, updated at least every 60 days, to improve transparency around demand.
Staff told the panel they will issue guidance and work with stakeholders in the new year to align program guidance with statutory definitions (for example, definitions of 'high‑road' and 'career ladders' contained in the referenced code). Panel members signaled interest in stakeholder engagement to shape the implementation details and requested written guidance when available.
The presentation concluded with questions from the policy committee chair about how staff will interpret 'wage progression' and other definitions when assessing future proposals. Staff noted a policy committee memorandum would be available and that the policy committee will continue to shepherd implementation discussion.
