Policy changes approved

- Veterans guidelines: The panel approved editorial cleanup, removal of references to discontinued retrainee job creation programs, alignment with current ETP forms, and a priority funding designation so projects with a veterans component receive priority and the highest reimbursement rate.

- Justice‑involved opportunity youth (formerly labeled 'ex‑offender and at‑risk youth'): The panel approved renaming the guidance to align with labor‑agency terminology, raising the full‑time threshold for this population from 30 to 35 hours per week, allowing life‑skills training and basic literacy to comprise up to 50% of curriculum for these trainees, and permitting panel approval for projects that request a lower wage level with sufficient justification. The panel also extended priority funding to any project with a justice‑involved youth component rather than only those tied to pre‑apprenticeship.

Workforce literacy and HWA updates

Ilya Launitz presented the workforce literacy pilot status: ETP has approved $8,156,096 in literacy contracts and is tracking 28 active literacy contracts (10 single‑employer and 18 multiple‑employer contractors). Launitz reported 1,884 trainees enrolled and 424 placements as of the update but cautioned that performance numbers are incomplete because some contractors have not yet submitted all data; average performance on reported data stood around 31% with pending adjustments.

Staff also summarized the Healthcare Workforce Advancement Fund (HWA): ETP has approved $19,718,095 across 36 HWA contracts (24 single‑employer, 12 MEC). The HWA portfolio is roughly 56% through contract terms with average performance around 49%; staff plan roundtables to share lessons from high‑performing contracts and support lower‑performing contractors.

Annual report & strategic plan

Research and analytics staff presented the 2023–24 annual report and 2024–27 strategic plan highlights: ETP approved 307 contracts last fiscal year, funding over $99 million and serving roughly 75,000 trainees; small businesses received 79% of funding; priority industries (construction, manufacturing and health care) were emphasized; and the strategic plan sets goals around supporting high‑wage career pathways, small business partnerships, regional economic impact, communication and innovation.

Panel follow‑up and next steps

Panel members asked staff to post the approved guideline documents and to work with literacy and HWA contractors to share best practices, including project‑management tips for new literacy providers. The panel recommended staff coordinate a discussion of immigrants’ rights materials for literacy providers to ensure trainees understand their rights in their own languages.
