Panel members approved funding for the following proposals presented at the meeting: Structure Therapeutics USA (ETP funding $189,000 to train 90 workers), Olive Oil Factory LLC ($110,880 for 99 workers), Cepheid (contract 25‑0255, $598,080 for 356 workers), Altos Labs (contract 25‑0247, $472,500 for 375 workers), BK Lighting ($204,120 for 90 workers), Mass Precision (contract 25‑0271, $344,960 for 224 workers) and Pasadena City College (contract 25‑0261, $407,824 for 218 workers). Staff also reported six approved delegation orders totaling $332,920 and four consent‑calendar projects totaling $674,430; the consent calendar was approved as amended.
Panel members questioned applicants about workforce management, turnover and training delivery. Mary Anne Bartolo of Structure Therapeutics told the panel that a three‑person HR team will help administer onboarding and participant tracking for the company’s planned growth. Kelly Miller of Olive Oil Factory said the company expanded its HR team and will hire a training specialist to address prior contract performance that yielded 81% earnings. Esther Rivera of Cepheid said recent workforce reductions in Bay Area locations were tied to a manufacturing‑hub consolidation and that Cepheid is adding capacity at Lodi.
Chair Rebecca Bettencourt opened the proposal segment and staff called each motion; votes were recorded by roll call and were unanimous in favor. For example, after the consent calendar vote staff stated, “Those consent calendars were approved.”
What happens next: funded contractors will work with ETP staff to implement approved training plans and to meet reporting and reimbursement requirements. Applicants removed from the consent calendar (including Structure Therapeutics and Olive Oil Factory prior to their individual presentations) were heard and approved during the meeting.
