The Employment Training Panel on Jan. 1 approved 31 proposals and a consent calendar that together represent about $6.4 million in requested funding, agency staff said.
Panel members voted unanimously to adopt the consent calendar after staff removed and noted withdrawn items. The meeting packet listed 12 delegation orders totaling $704,312 and seven projects on the consent calendar totaling $1,148,504. If all scheduled proposals were funded at the meeting, staff said, the panel would approve 31 projects.
Among the items approved were single-employer and multiple-employer contracts, repeat-contractor requests and five nonprofit seed grants. The five SEED grant awardees each received $200,000: Afghan Coalition (small-business coaching and microgrants), Chico Economic Planning Corporation (Chico Start), MCS Economic Development Corporation (targeted entrepreneur cohorts in Los Angeles), Nurture (home-based child-care business startup in Central Valley), and UDW Resource Center (family child-care apprenticeship supports). Each of these awards was presented by nonprofit representatives and carried on roll-call votes with no recorded opposition.
The panel also approved a number of employer contracts of varying size and scope, including (selected items): Scaled Composites LLC (ET250205) — $205,632 to train 204 workers in Kern County; Diamond Technologies (DBA Diamond IT) — $110,740 with a post-retention wage set at $22/hour; Carlton Forge Works LLC — $382,592 for 224 retrainees in Los Angeles County; TruAir Mechanical Inc. (ET25-0218) — $310,464 to train about 252 trainees across multiple counties; Chevron Corporation — $459,200 to train 410 refinery workers in Contra Costa County; and Applied Materials Inc. (a critical proposal) — $849,800 to train 607 workers in Santa Clara/Sunnyvale.
One proposal, from Hal Hayes Construction Inc., was approved with one recorded abstention (staff reported the vote as 6 yes, 1 abstain). For the majority of contracts and grants the panel recorded unanimous yes votes from members present.
Panel staff noted one wage-table discrepancy during the Recology Service Center presentation and said staff would correct the supporting table after the meeting. No public comments opposed the proposals at the time of each vote; in several cases contractors or nonprofit representatives addressed the panel to describe intended impacts and partnerships.
What happens next: For awarded contracts, contractors will proceed with the training schedules and required roster and outcome reporting to ETP staff; staff indicated they will monitor performance and follow up with contractors whose tracked earnings or enrollments lag expectations. The panel also adopted new and revised guideline documents at the meeting that will affect future solicitations (see separate article on policy actions).
