Employment Training Panel approves roughly $6.03 million for 15 training projects

Major approvals included a $595,056 award to Cisco Los Angeles Inc. (contract ET260131) to train 483 workers at company locations in Los Angeles and Ventura; a multiple-employer contract for the California Manufacturers & Technology Association (ET260128) for $849,779 to train an estimated 1,009 workers statewide; and community college district awards including Kern Community College District (ET260129) for $839,346 and Santa Clarita Community College District (ET260125) for $849,089. Single-employer awards included Mechanical Analysis Repair Inc. (dba MarTech) for $145,600, VinoTech Wine Cellars (dba WhisperCool) for $134,400 (ET260121), John Renau Collection for $82,600, and MBV California LLC for $269,568.
Panel members asked applicants detailed questions about training content, management and outcomes. For example, Cisco HR manager Melissa Sanchez was asked to explain how the training plan would help reduce an approximately 10% turnover rate; she cited competitive pay and benefits as part of retention efforts. VinoTech representatives highlighted that a prior $60,000 contract met 100% of goals and said the new proposal builds on that work. Staff reminded CMTA that a correction was made to the starting wages for job number four.
The panel debated and then approved a revised award for South Modesto Business United. After detailed discussion about the applicant’s administrative capacity and the mix of participating employers, panel members agreed to ‘‘right-size’’ the award from an earlier proposal and approve an amount of up to $300,000 (contract ET260117) with staff directed to work with the applicant to reconfigure the plan so it met performance goals.
Panel staff said the day’s docket included one amendment (Dumont Printing’s request to add out-of-state vendors to contract ET240313) and noted the broader pipeline: 338 applications in demand with an estimated total demand of about $138 million across single-employer, small-business, multiple-employer and apprenticeship requests.
Votes were taken by roll call on each contract; in all recorded cases in the transcript the motions were adopted and the applicants were told they were funded. No formal public opposition to funding actions was recorded during votes; staff noted no public comments online for most items.
What happens next: staff will work with several applicants to refine curriculum and budget details where the panel requested clarifications (for example, to list food safety/safe-serve curriculum items explicitly in multiple-employer proposals). The panel scheduled follow-up items and policy committee work on delegation authority and out-of-state vendors for a future meeting.
