Andover council approves bonds, temporary notes, annexations, sewer fee changes and Taser purchase

The Andover City Council on an evening meeting approved a set of financing, land and procurement measures intended to fund wastewater infrastructure, clarify utility fees and update public-safety equipment.
Council awarded the purchase of $12,230,000 in Series A 2025 general obligation bonds to FHN Financial Capital Markets and adopted the authorizing ordinance and a resolution describing the bonds’ form and details. The council also awarded $36,235,000 in temporary improvement notes to KeyBank Capital Markets; presenters said competitive bidding and lower interest rates will reduce the city’s financing costs compared with earlier projections. The council recorded votes on the bond and note approvals (motions carried 6-0).
On land-use items the council approved an ordinance to annex the Train Enterprises property at 9947 SW Meadowlark Road and adopted a resolution of intent to annex approximately 35 properties near South McCandless Road, setting a public hearing for Dec. 9, 2025. Staff told council the McCandless annexation would add roughly 15.888 mills to affected properties’ 2025 tax levy but could reduce certain service charges for properties moving from county to city service.
The governing body approved an engineering agreement with Boffman Company for Vista Ridge Second Edition Phase 1 design (not-to-exceed $183,900) and a change order for the Yorktown Parkway project adding $93,578.90 to cover intersection and utility coordination.
On utility policy the council approved an ordinance and a separate resolution amending sewer connection surcharges: the ordinance eliminates an administrative reconciliation provision, sets nonresidential surcharge methodology at 75% of the residential unit surcharge for certain multifamily units, increases the maximum unauthorized-connection fine from $100 to $500 and reduces the annual surcharge increase from 4% to 2.5% beginning Jan. 1, 2026.
The council also approved a five-year Axon procurement and service package to replace aging X26 devices with 30 Taser 7 units, including cartridges and training, at a five-year total of $139,752 subject to annual appropriation. City attorneys explained "subject to annual appropriation" means future councils are not legally bound to fund later years if they do not appropriate funds.
All motions recorded in the meeting passed by unanimous voice votes where tallies were given (motion carries 6-0). Items approved tonight will proceed through closing steps for the financings and, for the annexations, the scheduled public hearing and required notifications. The council recessed several times into executive session to discuss non-elected personnel matters pursuant to KSA 75-4319(b)(1) and returned to open session each time before taking votes.
