The City Attorney reported that the Los Alamitos City Council met in closed session and received an investigation report alleging that Council Member Murphy abused her authority by attempting to obtain financial information from TNT Fireworks related to a Los Alamitos Community Foundation fundraiser. The City Attorney said the report was prepared by Karen Kramer, Esquire, of Kramer Workplace Investigations.
After discussing the report, the council voted 3 to 0 to waive the attorney-client privilege attached to the investigation report and to direct staff to schedule a special meeting for Monday, Dec. 16 at 5:30 p.m. to consider a formal censure of Council Member Murphy. The City Attorney announced the vote as “voted 3 to 0 with Mayor Na Fulda in favor, Mayor Pro Tem Hasselbrink in favor, and Council Member Dobie in favor.” Council Members Hibbard and Murphy were recorded as absent during roll call.
No public oral communications were recorded during the meeting. The meeting notice called the gathering a special meeting for Thursday, 12/12/2004; the City Attorney’s report references a 12/10/2024 investigation report prepared by Karen Kramer, Esquire. The transcript contains these inconsistent dates; the council’s action and the special meeting date to consider censure were reported during the Dec. 12 meeting as recorded in the transcript.
The City Attorney did not record a mover or seconder for the council action reported, and no further details of the investigation’s findings or any response from Council Member Murphy appear in the public report-out portion of the transcript. The meeting was adjourned at 5:54 p.m.
The council’s directive instructs staff to set the special meeting on Dec. 16 at 5:30 p.m.; the transcript does not indicate whether the special meeting was publicly noticed beyond this directive nor does it include a full copy of the investigation report in the public record excerpt provided.
