Planning commission recommends annexation, bars semi-truck repair at 29 Baseline Road

Planner (unnamed) told the commission that CNA Invest seeks to annex and rezone the parcel to M-1 (light industrial) to add a storage building and an office in support of an existing truck repair operation. The planner said the rezoning generally aligns with the comprehensive plan and complies with the Unified Development Ordinance (UDO) except for buffer-yard landscaping where portions of the site lie in wetland and floodplain.
Several nearby residents testified that a neighboring trucking operation to the west had violated a 2019 agreement and was operating more vehicles and noisily into the evening. One resident said, “There was only parking for 5 trucks. There's 30 in there right now. They're supposed to have an 8 foot fence around the whole property.” The commission acknowledged those concerns and noted that annexation would place the property under village code enforcement if the village board approves the change.
Commissioners discussed conditions to limit impacts. The approval the commission forwarded to the board includes: (1) village engineer approval of final engineering, floodplain and stormwater reports; (2) staff approval of the final landscape plan; (3) fire district approval; (4) adoption of the staff report findings; and (5) an added condition specifying that the property will not allow semi-truck repair or semi-truck storage. The commission clarified that its vote is a recommendation; the annexation becomes binding only if the village board approves those terms.
A motion to approve the annexation and rezoning passed on a roll call recorded in the transcript as affirmative from Commissioners McNeil James, Yen, Hammond and Bong. Absent commissioners were recorded earlier as Mary Anne Bond, Tommy Kaitis and John Ott. The item is scheduled for the village board meeting on Monday, Sept. 8 at 7 p.m.
The commission also approved a separate variance request from UDO section 11.06 to reduce required buffer yard screening, with the same set of conditions and the semi-truck restriction appended.
