State and county advance veterans nursing home project; $74M federal appropriation awaits state spending authorization

Collier County commissioners heard an update Aug. 27 on the planned state veterans nursing home project to be built in Collier County with federal VA matching funds.
Chairman Saunders and county staff reported key milestones: 35% architectural plans have been accepted by the State Department of Veterans Affairs and the federal VA; the state expects to finish 50% design and reach 95% design in October, with a 100% design target in early November. The Legislative Budget Commission (LBC) is scheduled to meet Sept. 18, at which time the state will request spending authority for the federal construction allocation of approximately $74 million.
Staff noted environmental work must be updated (the county’s prior environmental assessment is more than six years old) and that the state will review remediation items, then the state will accept the updated environmental assessment and the county can transfer the project property to the state. County counsel said closing documents and the $10 million adult‑day center agreement the state requested will be presented to the board at an upcoming September meeting to align with state deadlines.
Commissioners and staff expressed confidence that project funding is in place and that permitting and remediation steps are proceeding. Staff encouraged continued coordination between county facilities, the state team and the VA to keep the schedule on track so construction could begin in early 2026 if the LBC grants spending authority.
