The Vero Beach City Council agreed to a targeted workshop the week of July 14 to reexamine a marina project that council members said is now far over its original budget estimates.
Several council members said the marina project’s original pre-COVID estimates had become obsolete. One councilmember told colleagues that costs for the boat storage shed and floating docks had risen from earlier projections of roughly $3–3.5 million to about $6.2 million for the combined elements, and said the council must understand current costs before committing additional capital.
Council and staff agreed the workshop will focus on updated cost estimates, possible scaling or deferral options, financing scenarios (including commercial lending and capital reserves), and whether leasing or other alternatives should be considered. City Manager Monty Falls and consultant Bob Jones will assemble updated figures for independent review at the workshop.
"You can't put the city in a financial position without knowing where your major sources of demand for your capital and potential revenue sources are going to be," one councilmember said, urging immediate review during the budget season.
Council members also asked staff to evaluate lower-cost interim revenue options (for example, installing mooring balls) while detailed capital decisions are finalized. The city will coordinate schedules and return to council with a workshop date and the objective memo for the meeting.
