Council forwards Riverside Park zoning map amendment to second hearing

Planning Director Jason Jeffries described the change as administrative, the result of 2023 revisions to park and institutional zoning that created a new P3 district for more intensive institutional uses. Jeffries said the amendment allows the existing museum and theater to be properly zoned and would enable a pending minor expansion of the theater to proceed through the correct permitting path.
Several residents asked whether the rezoning would change parking availability or make future lease-line changes easier. Jeffries said the action does not change existing parking lot conditions or current lease areas; any future lease modifications would require separate council action and public notice. The museum has an existing application for expansion that the planning director said will still come before council for separate approval.
The council voted to pass the ordinance to a second and final public hearing scheduled for April 1, 2025 at 9:30 a.m. in council chambers.
No final adoption occurred at this first hearing; the council recorded a motion to advance the item for a second hearing.
