Travis Parker of Biltmore Construction said the team expects substantial completion on Oct. 31, 2025 and will complete remaining punch‑list items and site restoration in the following weeks.
Commissioners asked about the final punch‑out timeline and elements of the remaining exterior work; Parker cited supply‑chain and labor market challenges during the project, as well as weather impacts from last year's hurricanes, as reasons the schedule shifted. Parker said tenant build‑outs—including a new donut shop—have started and site paving and striping will occur on the north end of the project.
Members praised the project’s design and progress and said they anticipate scheduling tours in coming weeks.
