The Vero Beach City Council returned to a recurring concern about outdated financial systems and accepted staff and public advice to prioritize staffing and audit completion before a full enterprise resource planning (ERP) implementation.
"I would say you had an old ERP system, except I think your system predated ERP," the mayor (unnamed) said, describing the city's finance and payroll tools as dated and urging the council to plan for a multi‑year capital project to modernize systems.
Councilmembers and members of the public advised caution. A finance committee chair with implementation experience said the city should "shore up your finance staff first" to ensure the organization understands current processes before migrating to an integrated system. The council agreed earlier RFP work on payroll is on hold but said payroll outsourcing could be a near‑term option.
Why it matters: Council members said weak or unintegrated financial systems contributed to the recent audit workload. Upgrading could improve reporting and reduce manual month‑end work, but staff time and transition risks mean the project will require multi‑year budgeting and robust vendor selection.
Next steps: Council asked staff to continue evaluating ERP and payroll options, to factor the work into the coming budget cycle, and to report back with scope, vendor recommendations and an implementation timeline. Several councilmembers emphasized the priority of finishing the current audit before diverting finance staff time to system deployment.
