The committee examined a draft model for a planned unit development (PUD/HUD) zoning option intended to give the planning commission and county commission more control over the mix and density of new developments.
Speaker 1 described the PUD/HUD as an option that would require a preliminary master plan to be submitted with any rezoning request; the planning commission would evaluate infrastructure, water/sewer, streets and site design, and the county commission’s rezone approval would be tied to the approved preliminary plan. Members asked how the PUD would differ from R-3 rezoning and whether a PUD's master plan would limit subsequent owners; staff confirmed that once a PUD is approved the property is subject to the approved master plan and any material change would require a new approval process.
