Commissioners approve several appropriations, including Edwardsville TIF, Chase Building and Bridge 51 funding

Stan (project lead) presented multiple appropriation requests grouped under agenda item 2. Commissioners approved an engineering roof study appropriation out of the Edwardsville TIF to ready Edwardsville School for transfer to the redevelopment authority. They also approved additional appropriations to shore up county insurance and advertising lines and to create appropriations tied to Chase Building interest payments so the downtown facility can be processed out of a negative balance.

The board approved a $100,000 draw from the commissioners’ grant fund to advance Bridge 51 engineering work with an overall project funding plan discussed; Stan described an approach to consolidate disparate funds for clearer management. Commissioners also approved three INDOT-related projects (two 80/20 matches and one 75/25) using internal fund transfers from MBH-restricted accounts to a grant fund until federal reimbursements return the money.

During these items commissioners asked about bond payment due dates, settlement revenues and contingency plans if grant funding does not arrive. Staff said contracts with INDOT exist but there is no notice to proceed until funding is confirmed; if reimbursements do not materialize contracts would be canceled and funds not used. All motions for the listed appropriations were moved, seconded and carried by voice votes.

The approved appropriations aim to keep capital and redevelopment timelines moving while staff finalize grant reimbursements and settlement schedules.
