Staff (Speaker 6) told trustees the amendment to section 28-3 focuses primarily on complaint procedures and maintaining up-to-date fair-housing information, and that the village attorney had reviewed the changes and found them acceptable. Because the change is time-sensitive for grant eligibility, staff asked the board to waive the second reading; trustees voted to waive and to adopt the ordinance.
Why it matters: aligning local fair-housing procedures with HUD standards is a prerequisite for the village’s pending applications for CDBG funds for infrastructure projects (water, sewer, water-main replacement and street resurfacing). Without the alignment, staff said the village could be ineligible for the funding cycles it seeks.
What happened next: the committee had reviewed the ordinance earlier in the evening and recommended approval; the board adopted the ordinance on the same night after waiving second reading.
