Commissioners set public hearing to consider transferring tax-sale certificates to nonprofit

The Rush County Board of Commissioners set a public hearing for 09/08/2025 at 09:00 to consider transferring specific tax-sale certificates to a nonprofit organization that plans property remediation.
Speaker 2 described a statutory procedure that permits commissioners to transfer tax-sale certificates to nonprofits so those organizations can remediate properties and pursue court petitions to obtain title. Speaker 2 said three properties had been identified, and that the foundation associated with "Searcy" is likely to present a proposal at the hearing. The board adopted a resolution to publish a hearing and allow interested nonprofits to present their proposals; Speaker 6 moved to sign the resolution and the motion was seconded and approved.
Speaker 1 noted advertising deadlines for the notice (it must appear in the paper by Aug. 29) and said the county will attempt to publish the notice in time; if publication cannot occur by Friday the board indicated the hearing may be bumped to Sept. 22. Speakers emphasized that any transfer must be completed before the tax sale and that security must be transferred in time for the process to be valid.
The hearing will allow nonprofits to present proposals for transferring certificates and, if the commissioners find an agreeable proposal on the hearing date, to transfer certificates that enable the nonprofit to pursue the court process to obtain title and complete remediation work.
