Rush County commissioners approve routine payments, multiple vendor contracts and remote-participation policy

Rush County commissioners voted on a series of routine financial and administrative items at their July meeting, approving accounts payable and payroll, awarding several vendor contracts and adopting a written policy to govern remote meeting participation.
The board approved accounts payable for July 14, 2025, totaling $506,254.76, and approved payroll for July 18, 2025, totaling $267,031.92. Commissioners also accepted vendor bids: a landscaping contract from Vogels and concrete work from Shooty Excavating for courthouse-related work. Earlier in the meeting staff presented two larger consulting bids (ADA Consulting, package totaling about $98,800; USI Consultants, lump sum roughly $49,800) and the board moved to accept the ADA-related item.
The recorder requested and the commissioners approved signing a contract with US Imaging to continue scanning and processing county record books (the recorder said mortgage books would not be digitized because existing digital records go back to 1997). The recorder told the board that stage 2 and 3 of the project — crop, duplicate, group, name, verify, enhance and format scanned images — would cost an additional $56,000 that is included in the recorder’s budget. The board voted to authorize signing the contract.
The board unanimously adopted a written remote-participation policy that staff said tracks state law on requirements for quorum, streaming and how many members must be physically present. Staff presented the draft as a model other county boards could adopt by reference.
Other approvals included a $1,260 transfer from repairs and maintenance to a utilities account for 504 West Berkshire, authorization to solicit quotes for an electronic sign at the county’s annex/old senior center, and creation of a limited wellness reimbursement program (employees who attend the rec center 10 times in a month would receive a taxable $20 benefit billed through payroll). The board approved moving forward with an open house and sign-up for the employee program.
On infrastructure, the board approved repairs to bridge arches after inspectors identified deterioration. Staff gave two estimates during discussion; the motion approved funding and repair work on the Moscow Bridge arches. The sheriff also reported routine jail metrics, training completions and ongoing negotiations about housing federal inmates through the U.S. Marshals Service.
