Citizen asks Rush County to pause on industrial bond steps and review tax-exemption risks

During public comment Jackie Engle introduced herself and urged the board to pause before moving forward on county-backed financing steps tied to economic development.

Engle said she attended an earlier meeting and felt she had been "talked down to" when she raised questions about the documents. She asked the board to "look before you meet and sign" and to ensure all questions and concerns are resolved prior to any signatures. Engle cited language in the materials that, in her view, treats the conduit issuer as the taxpayer for federal tax purposes and warned that could risk the county’s tax-exempt authority if proper procedures and recordkeeping are not in place.

A meeting participant responded that if an issue emerged in an audit, the tax-exemption risk would be identified during the audit process; the published transcript does not record a board decision to pause the item. Engle also asked about fee use and bookkeeping; she urged the board to verify records and to make sure the county was not "missing money on the table."
