Rush County commissioners approve routine payments, maintenance contract and reestablish drainage board

Rush County commissioners voted unanimously to approve routine administrative business and several governance items during a meeting that included presentations on community events and a consumer outreach visit.

The board approved the February meeting minutes and certified accounts payable for March 10 totaling $372,398.42. Commissioners also approved payroll for March. All votes were taken by roll call and recorded as "Aye" by commissioners Kenny, Jeff and Ron.

The commissioners accepted a maintenance agreement covering cleaning and lawn services for the courthouse and jail, and voted to keep the county as the pass-through agent for the Cycle 25 grant application, directing staff to sign an amendment to the existing pass-through agreement for 2025.

On land-use business, planning staff presented an Area Plan Board recommendation to amend zoning maps for properties in and around Glenwood after a review of 27 parcels. The board voted to accept the favorable recommendation; eight parcels will remain commercial, including five inside Glenwood.

A significant governance action was the board's approval of an order to reestablish the county drainage board. Under the adopted order, the drainage board will expand from three to five members: the three county commissioners plus two "freeholders" (county residents who own land). Citizen members will serve three-year terms; commissioners agreed to stagger initial terms to avoid simultaneous turnover.

The meeting included several informational updates on capital projects, cumulative fund rates and personnel matters. Commissioners noted the May deadline and advertising requirements for cumulative-fund adjustments. The session closed with direction to staff to prepare job descriptions and follow-up materials where needed.
