Committee replaces sidewalk condition with fee-in-lieu for 1125 Aurora Ave final-plan revision

The Building Zoning and Economic Development Committee on July 23 approved item 25-0579, a final-plan revision for 1125 Aurora Ave that modifies a prior condition requiring a five-foot sidewalk along Route 25 frontage.
Steven Bravo, planner with the city zoning division, said the original approval in May 2024 included a condition that the petitioner construct a five-foot sidewalk on Route 25 and the East Indian Trail frontage. After consultation with the Illinois Department of Transportation (IDOT), staff concluded the Route 25 sidewalk is not required now and that if built, future IDOT intersection improvements could require its removal and reconstruction, making construction cost-prohibitive at this time.
Staff negotiated a replacement condition: the developer will pay a fee-in-lieu equal to the cost of constructing the sidewalk; the city will hold those funds and apply them toward coordinated intersection or sidewalk work when IDOT or the city programs such improvements. Bravo said there is no known timeline from IDOT for intersection upgrades.
Committee members asked who pays the fee (the developer) and whether there is an estimated timeline for the improvements; staff said no improvements are planned by IDOT currently. A motion to replace the sidewalk condition with a fee-in-lieu and to require payment prior to final engineering approval carried on a committee vote.
