Floyd County Council passes first reading of vehicle excise surtax and wheel tax ordinance

The ordinance, as presented, would add a $30 charge for passenger vehicles composed of an $8 surtax and a $22 wheel tax. Moderator (Speaker 1) stated the published revenue estimate is about $2,200,000 per year for the county.
Resident Gail Henderson of Kohler Place testified during the public hearing, describing deteriorated local roads and safety concerns. "If you even veered a few centimeters off to the right, you would fall off of Chapel Lane because it appears to have been asphalted enough times that, there's you'd fall into a ditch," Henderson said, urging clarity on whether the funds would be used for construction, reconstruction, repair, or maintenance in her neighborhood. She also asked whether the tax was proposed in response to changes from "HB 1."
Council Member (Speaker 2) moved to approve the ordinance; Council Member (Speaker 4) seconded. A voice vote followed and the motion passed on first reading; the meeting record notes one member was recorded as opposed. Moderator (Speaker 1) announced the second reading is scheduled for the joint meeting the following day at 4:00 p.m.
The council did not finalize allocations at the Aug. 25 meeting. During discussion of related budget logistics, council members and staff referenced capital project lists and said commissioners will present final project priorities and dollar allocations at the upcoming joint meeting. The council provided an opportunity after the meeting for staff to speak one-on-one with residents about specific road complaints and requests.
Next steps: Ordinance 2025-12 will be considered at its second reading during a joint meeting the next day; further detail about specific projects to be funded will be provided when commissioners and council members finalize the project list and dollar amounts.
