Floyd County commissioners authorize bond release, equipment purchase and routine approvals; engineer gives road updates

The Floyd County Commissioners handled a set of routine and operational matters at their Sept. 2 meeting, approving a maintenance-bond release, an equipment purchase for the road department, a roadblock permit and routine minutes and payroll, and receiving project updates from County Engineer Horacio.
Release of bond: County staff requested release of a $126,500 bond for Section 10 of Glenwood Farms after inspection. Staff said a maintenance bond of $31,625 (20% of the project) remains in place; the board moved and voted to release the bond.
Road updates: County Engineer Horacio said work on Orbison Road is likely to be completed by the third week of the month, with guardrail installation planned and intermediate asphalt placed before a final top surface. He also reported that the Old Vincennes and Schreiber intersection is open and operational, though a few punch-list items such as striping and removing closure signage remain.
Equipment purchase: Commissioners considered a purchase of a hammer/post driver attachment to mount on a skid steer to set what staff estimated at roughly 506–650 guardrail posts. Sydney (operations staff) presented three bids; the low bid from Jacoby's was cited at about $9,695. Commissioners discussed a formal process for purchases under $50,000 and then approved the equipment purchase by voice vote.
Permits and approvals: The board also approved a permit for the Kentucky and Young Marines roadblock on Paley Pike/Scottsville Road on Oct. 4, 2025, from 9 a.m. to 1 p.m., and approved the Aug. 19, 2025 meeting minutes and payroll/claims.
Public comment and other matters: Miss Lockhart urged transparency on the county recycling program and warned against privatization that she said could reduce collected materials; Dale Mann raised questions about the naming of a local park as 'Bob Lane Park' and said residents of Georgetown did not recognize the namesake.
The board adjourned after a short set of committee updates and closing comments.
