Floyd County approves contracts and releases Nob Hill bonds, awards Bridge 51 inspection

Floyd County commissioners on Sept. 16 approved several administrative contracts and bond releases, including an $845,000 construction inspection contract for the Bridge 51 replacement project.
Chief of Operations Nick Creeby told the board the ADA transition plan and Title VI implementation plan had been updated from 2022 and that "there [were] no major changes"; he said the plans are required by NDOT to preserve eligibility for federally funded projects. The board approved implementation without further questions.
Creeby then recommended the county release maintenance and performance bonds related to the Nob Hill development for sections 1, 2, 3, 4 and 7. He provided section-by-section figures: "Section 1 is $11,703.12," section 2 is "$8,562.50," section 3 is "$30,870.00," section 4 is "$5,775.00," and the performance portion released for section 7 is "$22,668.75." Creeby said the county engineer had inspected the work and provided a memo recommending release; commissioners moved and approved the releases.
On the health department project at 3317 Grand Line Road, Creeby said the county was using an AIA contract for architecture and engineering because the contract exceeds the $75,000 threshold. He said funding had been agreed by the council though "they have not yet formally identified how they would make that gap." The AIA contract with Tower Pinkster was approved by the board.
For the Bridge 51 project, Creeby presented a construction inspection contract with United Consulting for a contract amount of $845,000 and said the project is an 80/20 match with federal reimbursement expected for 80% of costs. He added that INDOT moved the letting to Dec. 10 from October. The board moved, seconded and approved acceptance of the contract.
The board treated each item as administrative business and voted on motions to approve each contract and bond release during the meeting. The chair closed the items after the votes and moved to other agenda business.
