Teachers and board members used the personnel committee meeting on May 29 to press the William Penn School District for more transparency about outsourcing, benefits administration and supplemental athletics hiring.
Melinda Tax, who identified herself as a teacher in the district, said she had attended recent board meetings and is confused by slides that appeared to restore positions previously described as eliminated. "So if they are not gonna offset, who will be handling the benefits?" she asked, and added that outsourcing can remove institutional knowledge when contractors depart.
Board members also raised concerns about communications and hiring practices in athletics. Unidentified Speaker 4 asked whether principals and athletic directors understand that staff receive hiring preference per the collective-bargaining agreement and asked HR to review whether the district’s practice matched contract language. Several speakers said they had seen emails that could discourage internal applicants and asked HR to address the messaging.
Employee benefits and access: Miss Gardner confirmed open enrollment runs through May 30 with counselors available 9 a.m. to 8 p.m. and said life-changing events permit mid-year benefit changes through human resources. Gardner also announced a Walk-in Wednesday session on June 17 (12–3 p.m.) to help staff with documentation and questions.
Negotiations and timing: Gardner said negotiations with teachers and support staff are ongoing under Act 93 and that agreements are expected to be finalized and presented in June. Multiple board members said they need to see negotiated contract details before any negotiating group votes on agreements.
What’s next: District staff said they will update slide materials to make responsibilities and eliminated positions clear, will prepare a flowchart of organizational responsibilities, and will review hiring messaging and supplemental hiring practices to ensure compliance with contracts.
