Downey council affirms lighting/landscaping assessment district and approves 5% downtown CBD increase

The Downey City Council on July 8 adopted a resolution confirming the annual levy for the City's Lighting and Landscaping Assessment District 121 for fiscal year 2025‑26 and separately approved a 5% assessment increase for the Downtown Downey Community Benefit District (DDIA).
Ed Norris, deputy director of public works, presented the annual engineer’s report for the assessment district, which covers roughly 23,000 parcels. He said the district's total estimated expenditures for FY25‑26 are $3,073,227 and that projected revenues total $3,208,668 — including an estimated assessment levy of about $2,246,668 and general property tax revenue estimated at $927,000. Norris noted there are no proposed assessment rate increases for FY25‑26 and that, with the exception of two zones, most zones project positive ending fund balances.
At the council's direction, the resolution (No. 25‑8309) will be submitted to the Los Angeles County Auditor‑Controller for inclusion on the property tax roll. The council opened the public hearing, received no speakers, and then voted to adopt the resolution unanimously.
Separately, city staff presented a request from the Downtown Downey Improvement Association (DDIA) to approve a 5% increase in the community benefit district assessment. The DDIA reported its 2024 assessment revenue was approximately $239,356; a 5% increase will move that to approximately $251,512 (an increase of about $12,156), with the City’s share rising about $2,451. The council approved the increase; Council member Trujillo abstained from the vote on the DDIA item.
Next steps: staff will submit required documents to the LA County Auditor‑Controller by August 10, 2025, and the assessment change takes effect December 1, 2025.
